Register of Aliens
The Register of Aliens is a register of persons which is maintained and used
- for the processing, decision-making and control of matters relating to entry into Finland, departure from Finland, and residence of aliens in the country
- for ensuring the security of the state and for carrying out basic and extensive security investigations as referred to in the Act on Security Investigations
- for the processing and decision-making of matters related to the acquisition, retention and loss of Finnish citizenship and the determination of citizenship status.
The data in the Register of Aliens may also be used for the compilation of statistics.
The main controller of the Register of Aliens is the Finnish Immigration Service. The register is also maintained and used by the Ministry for Foreign Affairs, the police, the Finnish Border Guard, the Customs, the Ministry of Employment and the Economy, the Centres for Economic Development, Transport and the Environment, the Employment and Economic Development Offices, the Prison Administration Authority and the Non-Discrimination Ombudsman.
The Register of Aliens is used via the UMA information system.
Reception centre information systems
The customer register for asylum seeker reception (Umarek) contains a national sub-register and the sub-registers of reception and organisation centres.
The national sub-register is maintained by the Finnish Immigration Service. This sub-register is used for steering, planning and monitoring the reception and assistance of international protection applicants, recipients of temporary protection and victims of human trafficking.
The sub-registers of reception and organisation centres are used for arranging reception services for international protection applicants and recipients of temporary protection. These registers are also used as an aid in the organisation of services and support measures intended for victims of human trafficking. Each reception centre offering such services is in charge of maintaining its sub-register.
The representative register is a self-contained register connected to Umarek, consisting of a national sub-register and the sub-registers of reception and organisation centres. The national sub-register is maintained for purposes of managing, steering, planning and monitoring the representation of children applying for asylum without a guardian.
The information contained in Umarek and the representative register may be used for compiling national and international statistics within the limits of the Personal Data Act.
The patient register
The purpose of the asylum seeker patient register is to facilitate the execution of the tasks laid down in the Act on the Reception of Persons applying for International Protection (746/2011). Another purpose is to facilitate the organisation of the reception of asylum seekers and the provision of help for victims of human trafficking.
The patient register is maintained for the purposes of organising, planning, delivering and monitoring health services. The patient register also serves as a source of information and statistics needed for the steering of the reception system. The register is used for purposes of scientific research and the preparation of official plans or studies, in line with statutory provisions.
The patient register includes a national sub-register and the sub-registers of each reception centre and registration centre. The register is maintained by the Finnish Immigration Service and the reception and registration centres.
