Assistance for voluntary return by country
The assistance can consist of either cash or in-kind support. Choose your preferred form of assistance when submitting your application.
Cash assistance
The amount of cash assistance depends on the country of return:

D) Albania, Bosnia and Herzegovina, Former Yugoslavian Republic of Macedonia, Israel, Kosovo, Montenegro, Russia, Serbia, and European Union member states. Assistance for voluntary return is granted to a citizen of the European Union only if he or she is the victim of human trafficking.
If the country cannot be found from these lists, the Finnish Immigration Service will determine the group to which the country belongs.
In-kind support
In-kind support can be given instead of cash. In-kind support is not available for all countries of return.

Increased assistance
An increased amount of assistance may be granted, if this is justifiable due to the foreigner's age, injury, illness, family circumstances, or some other personal reason. Increased assistance can also be granted to a victim of human trafficking or an underage child returning without his or her guardian.
Regardless of the country, the maximum amount of increased assistance is
- EUR 2,000 per adult, and
- EUR 1,000 per child.
If you are applying for increased assistance, please give reasons for needing more assistance for your return in the application form.
Decreased assistance
A decreased amount of assistance may be granted, or the assistance may be denied altogether, if there are grounds for suspecting that the applicant intends to abuse the assistance system, or if it is deemed that the returning person does not need full assistance.
The amount of assistance will be reduced if the returning person has income or assets, or has stayed away from his or her home country for only a short period of time.
