Following the legislative amendments that entered into force on 8 January 2026, a child under 18 years of age living in Finland may be granted a permanent residence permit without having to meet the period of residence requirement if the child’s parent or guardian has one of the following:

If the child’s parent or guardian has refugee status, subsidiary protection status or a residence permit on the basis of temporary protection, read the instructions on how to apply for a residence permit on the page Residence permit application for a child whose parent or guardian has been granted international or temporary protection.

If the child’s parent or guardian is a Finnish citizen or married to a Finnish citizen, see the instructions on how to apply for a residence permit on the page Residence permit application for a child whose parent or guardian is a Finnish citizen or married to a Finnish citizen.

An application for a first residence permit must be submitted abroad, not in Finland. You can apply for an extended permit or a permanent residence permit in Finland only. For more information, see the pages First residence permit, Extended permit and Permanent residence permit for a child

If your child is born in Finland, apply for a residence permit for the child within 3 months of the child’s birth. Apply for a residence permit for the child even if you are applying for Finnish citizenship for the child.
