Citizenship declaration for an adult: father or non-birth mother is a Finnish citizen

You can use this declaration to apply for Finnish citizenship if you meet one of the following conditions:

  • You were born abroad outside marriage on 1 June 2003 or later. Only your father is a Finnish citizen.
  • You were born abroad outside marriage on 1 June 2003 or later and you have 2 mothers. Only your non-birth mother is a Finnish citizen.
  • You were born in Finland on 1 June 2003 or later. Your Finnish father’s paternity or your Finnish mother’s maternity has been established after you have reached 18 years of age.

You must be at least 18 years of age to submit a citizenship declaration. If you wish to apply for Finnish citizenship at the same time for a minor child in your care, fill in a supplement form for him or her. 

You will automatically obtain Finnish citizenship if one of your parents is a Finnish citizen and your parents have married each other before you turned 18. In such a case, submitting a citizenship declaration is not required. Instead, the Digital and Population Data Services Agency will enter your Finnish citizenship in the Population Information System.
