If you have applied for temporary protection and will leave Finland permanently

If you are going to leave Finland and do not intend to return to Finland, you need to cancel your application for temporary protection in Finland or your residence permit in Finland. If you later decide to return to Finland, you can submit a new application for temporary protection.

How to cancel an application for temporary protection or a residence permit for temporary protection:

Send the Finnish Immigration Service a written notification of your intention to cancel your application for temporary protection or your residence permit for temporary protection. Each adult (over 18 years of age) must submit his or her own notification. The notification can be in Finnish, Swedish or English. 

The notification must contain your signature

Write the notification on paper and sign it. After signing, scan or take a photo of the notification. Send a picture of the signed notification to the Finnish Immigration Service by email.

1.    Include in the notification:

  • your customer number, name, date of birth and citizenship;
  • whether you wish to cancel an application or a residence permit;
  • the reason why you wish to cancel your permit or application;
  • the postal address to which we should send the expiry or withdrawal decision (that is, your new address if are moving away from Finland);
  • if you are leaving Finland, mention the date when you will leave Finland;
  • date and signature.

If the notification also applies to your children who are under 18 years old:

Include in the notification:

  • your children’s customer numbers, names and dates of birth;
  • if your children are at least 15 years of age, your children’s signatures, with their names in block letters below each signature.

If you, or your children who are at least 12 years of age, hold the citizenship of a country other than Ukraine:

Include in the notification:

  • your opinion on the possibility of being denied admittance or stay in Finland or being deported from Finland, and your opinion on the possibility of being imposed with an entry ban;
  • your children’s opinions on the possibility of being denied admittance or stay in Finland or being deported from Finland, and their opinions on the possibility of being imposed with an entry ban.

2.    Sign the notification and send it to the Finnish Immigration Service:

Send the notification by email to migri@migri.fi using the securemail.migri.fi service, which is intended for sending encrypted emails. 

3.    When you have cancelled your temporary protection residence permit, destroy your residence permit card

  • Cut the card’s chip into four parts – first into two parts vertically and then horizontally.
  • Put the parts in the mixed waste bin, preferably in several different bin bags.

The residence permit card must be destroyed so that it will not be misused. If you have already sent your old card to the Finnish Immigration Service, we will destroy it for you.

You can also cancel your application or residence permit by telling this to an authority in person

  • To cancel your application for temporary protection or your residence permit for temporary protection, tell an official of the Finnish Immigration Service, the police, a border control authority, or the director or deputy director of your reception centre in person that you wish to cancel your application or permit. The official will fill in a cancellation form together with you.

Unaccompanied children who wish to cancel their application or residence permit for temporary protection 

The representative of an unaccompanied minor may notify the Finnish Immigration Service of the child’s intention to cancel the application for temporary protection or the residence permit for temporary protection. 

Include in the notification:

  • the child’s customer number, name, date of birth and citizenship;
  • the name of the representative;
  • whether the child wishes to cancel an application or a residence permit;
  • whether the child wishes to leave Finland;
  • the reason why the child is choosing to cancel the permit or the application;
  • if the child holds the citizenship of a country other than Ukraine: the child’s opinion on the possibility of being denied admittance or stay in Finland or being deported from Finland, and the child’s opinion on the possibility of being imposed with an entry ban;
  • the representative’s observations regarding the withdrawal of the child’s application or residence permit;
  • the representative’s address to which we should send the expiry or withdrawal decision; 
    • If the child is at least 15 years of age: the child’s new address if he or she is moving away from Finland.
  • the date when the child will leave Finland;
  • the date when the notification has been written and the signatures of the representative and the child if the child is at least 15 years of age.
    • For a child under 15 years of age, the signature of the representative is sufficient.

The representative of an unaccompanied minor may also cancel the application or residence permit by telling this to an authority in person

  • To cancel the application or the residence permit of the child whose representative you are, tell an official of the Finnish Immigration Service, the police, a border control authority, or the director or deputy director of the reception centre in person, together with the child, that the child wishes to cancel his or her application for temporary protection or the residence permit for temporary protection. The official will fill in a cancellation form together with you.

What happens when you cancel your application for temporary protection or your residence permit for temporary protection?

If you cancel your application for temporary protection, the processing of the application will end, and the Finnish Immigration Service will issue a decision on the expiry of your application. You cannot appeal the expiry decision to an administrative court.

If you cancel the residence permit that has been granted to you on the basis of temporary protection, the Finnish Immigration Service will issue a decision on the withdrawal of your residence permit.
