Municipal model for accommodation 2022–2023
The municipal model for accommodation was a temporary solution prepared by the Finnish Immigration Service for the purpose of compensating municipalities for the expenses of providing housing for applicants and beneficiaries of temporary protection and the expenses of producing other reception services for these clients.
The municipal model for accommodation was created in 2022 as a solution for the situation where a large number of people fleeing the war in Ukraine were offered housing by municipalities and private actors across Finland instead of being offered a place in a reception centre. The goal of the municipal model for accommodation was to allow applicants and beneficiaries of temporary protection to continue living in the municipalities where they already had settled.
The municipal model for accommodation only applied to applicants and beneficiaries of temporary protection. The reimbursement (per day) was only paid to municipalities, not to private actors who provided housing.
As there is no longer a need for exceptional accommodation arrangements, the Finnish Immigration Service does not continue the contracts after 31 December 2023.
The contracts expire without requiring a separate termination.
