If you are only visiting Finland, you will not need a residence permit
If you wish to visit Finland and stay for a maximum of 90 days, you do not need a residence permit. However, in most cases you will need a visa. If you are a citizen of a visa-free country, you are allowed to stay in Finland for 90 days without a visa or a residence permit.
If you are a citizen of an EU Member State, Iceland, Liechtenstein, Norway or Switzerland, you do not need a residence permit for Finland. If you stay for longer than three months, you need to register your right of residence. Read more on the page Registration of right of residence.

Visas are granted by Finnish missions (embassies or consulates). Read more on the website of the Finnish Ministry for Foreign Affairs (um.fi).
