Finnish Immigration Service invites tenders for IT specialist services
The Finnish Immigration Service has opened a tendering process to acquire specialist services for the maintenance and development of its digital case management system, information resources, and services concerning immigration matters. The deadline for requests to participate is 2 April 2024.
The purpose of the procurement is to enhance the systems utilised in the digital case management of immigration matters and the digital services used in immigration administration in Finland. These systems are central tools in the decision-making processes of the Finnish Immigration Service. The systems include the case management system for immigration matters (UMA) and the online service Enter Finland. The Finnish Immigration Service is responsible for the maintenance and further development of the UMA system. The UMA system is used by several Finnish authorities, including the Finnish Immigration Service, the police, the Finnish Border Guard and Finnish embassies and consulates abroad.
The required system development will take place in a team consisting of suppliers, the purchaser and the relevant interest groups using agile methods and other approaches that the contracting parties will agree on together. The systems must help augment automation and the exchange of information between authorities. The systems will help meet the rapidly changing needs of the operating environment of immigration administration.

The Finnish Immigration Service estimates that the framework agreement will be valid for three years, with an option to extend for one further year. The estimated value of the procurements to be made during the period of validity of the framework agreement is 55–110 million euros in total.
