Citizenship declaration for a young person with long-term residence in Finland
Submit this declaration if you wish to get Finnish citizenship and you meet the following conditions:
- you are between 18 and 22 years of age;
- you have not been sentenced to imprisonment; and
- you have lived in Finland for at least 10 years in total, or you were born in Finland and have lived here for at least 6 years in total.
You will find the declaration form at the bottom of this page. Please read the instructions on this page first before filling in the form.
If you also wish to apply for Finnish citizenship for a minor child in your care, fill in a supplement form (in Finnish) for him or her. A child has the right to be granted Finnish citizenship only in connection with the citizenship declaration of the person who has custody of him or her.
This is what you should do:
Get ready for applying
- You are 18–22 years of age.
- Your identity has been reliably established.
- To establish your identity, you need to present us reliable identity documents (such as your passport) or give us reliable information about at least your name, date of birth, citizenship and family ties. When we are determining your identity, we will also take into account any information you have given earlier about your identity.
- You have not been sentenced to imprisonment.
- You live in Finland.
- You have lived in Finland for at least 10 years in total, with the last 2 years without interruption.
- If you are not an EU citizen, you need to have lived in Finland with a continuous (A) residence permit or a permanent (P) residence permit.
- If you are an EU citizen, you need to have applied for registration of your right of residence within 3 months of entering the country.
- If you were born in Finland, you need to have lived in Finland for at least 6 years in total with a continuous (A) residence permit or a permanent (P) residence permit, or as an EU citizen who has registered his or her right of residence. For the last 2 years, you need to have lived in Finland without interruption.
- Living in another Nordic country before turning 16 is comparable with living in Finland, but only for the 5 years preceding the date on which you submitted your citizenship declaration. The Nordic countries include Finland, Denmark, Iceland, Norway and Sweden.
- Valid travel document or some other identity document if you do not have a travel document. The travel document must be valid during the entire time your application is being processed.
- Document as proof of moving inside Finland or abroad.
- You can add minor children who are in your care as co-applicants to your declaration. Fill in a separate Attachment form for a child’s citizenship application or citizenship declaration (as a co-applicant), KAN_LIITELOMAKE for each child.
Fill in the application
You can fill in the application online in Enter Finland.
If you cannot use Enter Finland, fill in a paper application. You will find a link to the application at the bottom of this page.
To pay the processing fee in Enter Finland:
- pay the fee with a credit card or Finnish online banking credentials when you submit your application
To pay the processing fee for a paper application:
- pay the fee when you visit a service point of the Finnish Immigration Service in Finland to prove your identity.
- Book an appointment to visit a service point of the Finnish Immigration Service.
