EU citizen: To get a permanent address in Finland, you must apply for registration of your right of residence

If your right of residence as an EU citizen has not been registered, your address in Finland is regarded as temporary.

If you intend to stay in Finland for longer than three months without interruption, you need to apply to the Finnish Immigration Service for registration of your right of residence. To read the instructions for applying for this registration, visit migri.fi/registration-of-right-of-residence.

Finnish Immigration Service will not grant you a permanent address

If the Finnish Immigration Service registers your right of residence as an EU citizen in Finland, you must then contact the Digital and Population Data Services Agency. This agency can grant you a municipality of residence and register your permanent address if you meet the requirements for this.  

Permanent EU registration is not the same as a permanent address

Permanent EU registration means a certificate of an EU citizen’s permanent right of residence, which you can apply for when you have been legally resident in Finland for an uninterrupted period of five years.
