You can apply for a personal identity code when you apply for a residence permit

Remember that you can ask to be registered in the Finnish Population Information System when you apply for your first residence permit in Finland. After registration, you will receive a Finnish personal identity code.

Having a personal identity code facilitates, for example, payment of salaries, banking and access to health care.

Even EU citizens can apply for a Finnish personal identity code at the same time as they visit the police to apply for registration of their right of residence in Finland.

Request for registration is at the beginning of the application form

You will not receive a Finnish personal identity code automatically. Instead, you need to request to be registered in the Finnish Population Information System by ticking a box at the beginning of your residence permit or residence card application.

If you are an EU citizen, you can apply for a personal identity code at the same time as you apply for registration of your right of residence.

You can also apply for a personal identity code after you have submitted your application on a separate form.

If you are issued with a permit, you will receive a registration extract from the Population Information System together with the positive decision. Your personal identity code will also be indicated on your residence permit card or residence card.

The majority of applicants have been issued with a personal identity code

Approximately half of the applicants who apply for their first residence permit currently request to be registered in the Population Information System. Around 85 per cent of the requests are successful. Registration failures have resulted in most cases from technical problems, which have already been addressed.
