One requirement for obtaining Finnish citizenship is that you have satisfactory oral and written skills in Finnish or Swedish, or satisfactory skills in Finnish or Swedish sign language.

When you are applying for Finnish citizenship, you can prove your language skills for example by completing the National Certificate of Language Proficiency in either Finnish or Swedish. You must pass at least level 3 and show satisfactory oral and written skills. In certificates issued before 2002 the level must be at least 4.

Read more about what is considered a sufficient performance.

Instead of the National Certificate of Language Proficiency you can prove your language skills also for example with a school leaving certificate issued by a comprehensive school or an upper secondary school. Read more about different alternatives.
