This is what you should do
Prepare:
Make sure you have all the attachments needed. If necessary, have them translated and legalised. The processing time may be longer if you have not filled in your application sufficiently.
Permit requirements for applications submitted before 16 June 2025
Make sure you meet the following requirements and the general requirements for entry into Finland. See the general requirements for entry into the country on the page First residence permit.
- You must meet the income requirement (requirement for sufficient financial resources). Read more about the income requirement on the page Income requirement for family members of a person who has been granted a residence permit in Finland.
- If your partner supports you financially, we will need documents on your partner’s financial resources. In that case, the financial support you get from your partner will be taken into account. Your income cannot be based on social assistance, labour market subsidy or basic unemployment allowance.
Permit requirements for applications submitted on or after 16 June 2025

- The residence permit application may be submitted at the earliest 9 months before turning 21. If you submit the application earlier, the decision may be negative.
- The validity period of the residence permit cannot begin before you and your partner have turned 21.
- If a child is born to you and your partner, you can apply for a residence permit as the child’s parent or guardian even if you or your partner are not yet 21 years of age.
- You must meet the income requirement (requirement for sufficient financial resources). Read more about the income requirement on the page Income requirement for family members of a person who has been granted a residence permit in Finland.
- If your partner supports you financially, we will need documents on your partner’s financial resources. In that case, the financial support you get from your partner will be taken into account. Your income cannot be based on social assistance, labour market subsidy or basic unemployment allowance.
General attachments
- A valid passport issued by your country of nationality. For more information, see the page Passports and other travel documents. Show the passport when you visit a service point to prove your identity.
- A passport photo complying with the photo guidelines issued by the police (poliisi.fi), or a photograph retrieval code you received from a photo shop.
- The passport photo must be no more than 6 months old.
- Colour copies of the passport page containing personal data and of all passport pages that contain notes.
- Document showing that you are legally staying in the country where you submit the application.
Application-specific attachments
Below is a list of application-specific documents. Submit the documents that your situation requires. The documents must be legalised, unless they have been issued by authorities of the Nordic countries or by authorities of an EU Member State. If the attachments are in a language other than Finnish, Swedish or English, you must have them translated by an authorised translator or by an official translator of another EU Member State. In some situations, the attachments must also be verified before legalisation. See the page Interpretation, translation and legalisation for instructions.
- Evidence of your income or financial resources. The application form contains further details on what documents you must submit as proof of your income and financial resources. What documents you must provide depends on how you will secure sufficient financial resources for yourself in Finland.
- Examples of acceptable income sources:
- Your or your partner’s gainful employment or business activities.
- Your or your partner’s pension, assets or other income (such as rental income or income from dividends).
- Examples of acceptable income sources:
- A statement of your dating relationship and possible living together
- for example a rental agreement or an extract from a register of occupants
- colour copies of your partner’s passport page containing personal data and all passport pages that contain notes.
- A statement of pregnancy, if applicable (a certificate of pregnancy).
- A free-form written statement of the reasons why apply for a residence permit on other grounds.
- Divorce certificate (if your partner or you have previously been married to someone and have divorced).
- Certificate of dissolution of registered partnership (if your partner or you have previously been in a registered partnership that has been dissolved).
- Death certificate (if your partner or you have previously been married or in a registered partnership and the former spouse has died).
- Established relationship attachment form (pdf).
Fill in the application:
Apply for the residence permit by submitting a paper application.
Pay the processing fee when you visit a Finnish embassy or consulate abroad to prove your identity.
Book an appointment to visit a Finnish mission (finlandabroad.fi) to prove your identity.
Applications for a first residence permit can be submitted in Finland only in certain exceptional situations.

Among other things, the authorities may ask you for information about whether you have enough money to live in Finland.
If you were not issued a personal identity code together with your residence permit card, you must visit a service location of the Digital and Population Data Services Agency in person.
The Digital and Population Data Services Agency enters your personal details, information about your family relations and your address in the Population Information System. You can also apply for a municipality of residence at the Digital and Population Data Services Agency.

Right to work
If your residence permit was granted to you on the basis of your dating relationship, your right to work is restricted. However, you have the right to work in the following positions:
In expert duties that require special expertise. Your salary must be at least the same as the average wage-earner’s gross earnings in Finland (EUR 3,827 per month in 2025).
In the top or middle management of a company.
In an international organisation or in duties concerning official cooperation between states.
As a professional athlete, coach, or sports referee.
Professionally in the field of culture or the arts.
In the service of a religious community in a position that involves practising the religion.
