Residence permit application for other relatives or family members of persons who have been granted refugee status, subsidiary protection or temporary protection in Finland
Use this application to apply for a residence permit if:
- you are a family member or other relative of a person who lives in Finland but you are not this person’s spouse, partner, child, or parent or guardian and
- the person who lives in Finland has been granted refugee status, subsidiary protection status or a residence permit on the basis of temporary protection.
If you apply for this permit as a first residence permit, you must submit the application abroad. In contrast, applications for an extended permit can only be submitted in Finland. Read more on the pages First residence permit and Extended permit.
Permit requirements for applications submitted before 16 June 2025
Make sure you meet the following requirements and the general requirements for entry into Finland. See the general requirements for entry into the country on the page First residence permit.
- Financial dependence alone is not enough. For example, elderly parents, children who have turned 18 and unmarried siblings can be considered to be dependent on their family member or relative living in Finland.
- Dependency can be due to old age, severe illness or disability, for example. Dependent family members or relatives are not usually granted a residence permit if they need treatment and can get treatment in their home country.
- Close family life means that your family life has not stopped at any point, for example, when becoming an adult or starting a family.
- Granting a residence permit requires also that a negative decision would be unreasonable in your case.
- You must meet the income requirement (requirement for sufficient financial resources). You can prove that you meet the income requirement by submitting evidence of, for example, salary or income from business activities that your relative or family member living in Finland receives. Your income cannot be based on social assistance, labour market subsidy or basic unemployment allowance.
- The income requirement does not need to be met if the other relative or family member living in Finland is under 18 years of age.

Permit requirements for applications submitted on or after 16 June 2025
Make sure you meet the following requirements and the general requirements for entry into Finland. See the general requirements for entry into the country on the page First residence permit.

- It is required that your relative or family member has lived in Finland for at least 2 years only if he or she has refugee status or subsidiary protection status in Finland.
- This requirement does not apply if your other relative or family member has a residence permit on the basis of temporary protection in Finland. See the page Period of residence requirement for more information.
- You must meet the income requirement (requirement for sufficient financial resources). You can prove that you meet the income requirement by submitting evidence of, for example, salary or income from business activities that your relative or family member living in Finland receives. Your income cannot be based on social assistance, labour market subsidy or basic unemployment allowance.

General attachments
- A valid passport issued by your country of nationality. For more information, see the page Passports and other travel documents. Show the passport when you visit a service point to prove your identity.
- A passport photo of the child, complying with the photo guidelines issued by the police (poliisi.fi), or a photograph retrieval code you received from a photo shop
- The passport photo must be no more than 6 months old.
- Colour copy of the passport page containing your personal data and copies of all passport pages with notes
- Colour copy of the passport page containing personal data and of all pages with notes in the passport of the guardian living in Finland
- Supplement form for sponsor of other relative LIITE_OMAINEN (pdf) (to be filled in and signed by your family member living in Finland)
- Document showing that you are legally staying in the country where you submit the application
- Form MP_1 (pdf) (if you already are in Finland and apply for your first residence permit)

Below is a list of application-specific documents. Submit the documents that your situation requires. The documents must be legalised, unless they have been issued by authorities of the Nordic countries or by authorities of an EU Member State. - Documents on your family relationship with the relative or family member who lives in Finland.
- Evidence of income or financial resources. The application form contains further details on what documents you must submit as proof of your income and financial resources. What documents you must provide depends on how you will secure sufficient financial resources for yourself in Finland.
- Examples of acceptable income sources for other relatives or family members:
- gainful employment or business activities
- pension, assets or other income (such as rental income or income from dividends).

Among other things, the authorities may ask you for information about whether you have enough money to live in Finland.
If you were not issued a personal identity code together with your residence permit card, you must visit a service location of the Digital and Population Data Services Agency in person.
The Digital and Population Data Services Agency enters your personal details, information about your family relations and your address in the Population Information System. You can also apply for a municipality of residence at the Digital and Population Data Services Agency.
