Processing of application for temporary protection ends if the applicant does not provide the required information

If you are Ukrainian and have applied for temporary protect but have not received a decision on your application within approximately 2 weeks of submitting it, it is likely that some necessary information is missing from your application.

The Finnish Immigration Service needs your current contact details and, for example, your photograph to make a decision and to issue a residence permit card to you. If you do not give us the information we need, the processing of your application ends and we will issue an expiry decision or a negative decision.

Make sure that the Finnish Immigration Service has your current address

  • If you are a reception centre client, give your reception centre your address, phone number and email address. Notify your reception centre if your contact details change.
  • If you are not registered as a client in a reception centre or do not know which reception centre is yours, send the Finnish Immigration Service your address. Send your address by encrypted email to migri@migri.fi using the Finnish Immigration Service’s securemail.migri.fi service.
  • If you have given us the address of your workplace but not the name of your workplace, please contact the Finnish Immigration Service immediately to provide your exact address details. Letters will reach you only if you state the name of your workplace, such as the name of the farm, in addition to the postal address.

If you are going to leave Finland and do not intend to return to Finland, you need to cancel your application for temporary protection in Finland or your residence permit in Finland. For instructions, see the page If you have applied for temporary protection and will leave Finland permanently.

Do this if the Finnish Immigration Service asks you to provide a photograph retrieval code for your passport photo

If your application does not contain a photograph, we will send you a request and ask you to visit a photo shop to have your passport photo taken. We will ask you to send the photograph retrieval code for your electronic passport photo to the Finnish Immigration Service. The photo shop will give you the photograph retrieval code that you need to send to us. The code consists of 7 characters. The photo shop will charge you a fee for the passport photo.

  • If you are a reception centre client, we will ask you for the photograph retrieval code through your reception centre.
  • If you are not registered at a reception centre, we will send a letter to the address that you gave when you applied for temporary protection.

The request will state the date by which you must send the photograph retrieval code to the Finnish Immigration Service. It is very important that we receive the photograph retrieval code for your passport photo by the date we have stated in the request so that we can decide your application. Otherwise, the processing of your application will end.

Your right to work ends if the processing of your application ends

If you do not provide the information that we request, the processing of your application will end and we will issue an expiry decision or a negative decision. In such cases, your right to work on the basis of temporary protection will end on the day when the decision is served on you.

Ukrainian citizens are allowed to stay within the European Union area for 90 days without a visa. We can issue an expiry decision or a negative decision when at least 90 days have passed since you applied for temporary protection and we have not received the required information.

If we cannot notify you of the decision because we do not have your current address, we will use service by publication. Each week, we publish on the page Service by publication a list of customer numbers to whom we have not been able to deliver a decision. The list is available on the page for 37 days. If you see your customer number on the list, you can call the service number mentioned on the list and ask for further details.

You have the right to apply for temporary protection again if necessary.
