Press release

In a press release published on 28 July 2023, the Ministry for Foreign Affairs announced that Finnish missions (embassy and consulate) in Russia will be closed between 1 August and 31 August 2023.

If you live in Russia, you will not be able to prove your identity at a Finnish mission in August. Finland’s Embassy in Moscow will reopen in September. The Finnish Immigration Service cannot control which mission an applicant must visit to prove his or her identity. This determination is made by the Ministry for Foreign Affairs of Finland.

As of 1 August 2023, Finland’s Consulate General in Saint Petersburg will no longer receive residence permit applications. Starting on 1 September, Finland’s Embassy in Moscow will be responsible for matters related to residence permit applications, including those previously handled in Saint Petersburg.
