Accessibility statement
This is an accessibility statement for the Finnish Immigration Service’s migri.fi website. The website is governed by the Act on the Provision of Digital Services, which requires public online services to be accessible. This accessibility statement applies to the www.migri.fi website. The website was published on 24 January 2018, and the accessibility statement was prepared on 21 September 2020. The statement was last updated on 25 September 2025 based on an audit by an internal expert at Migri. The original accessibility audit of migri.fi was carried out by an external expert organisation. The Finnish Immigration Service has conducted the accessibility audits for its other online services in-house.
The migri.fi website of the Finnish Immigration Service forms a web service ecosystem together with the following services:

Migri.fi website
- Some website content has been published in languages other than Finnish, Swedish or English. These pages may contain incorrect programmatic language information, which may interfere with understanding the content when accessing it with screen readers. (WCAG criterion 3.1.2)
- Some functions are not visible when using a keyboard focus indicator. They include the “Submit” button in the feedback form at the bottom of the page and the share buttons in the “Did you find what you were looking for” section. (WCAG criterion 2.4.7)
- Some visual elements do not scale properly to a screen that is 320 CSS pixels wide, which corresponds to 400% zoom on a screen that is 1,280 pixels wide. This applies to, for example, process diagrams and some long words. (WCAG criterion 1.4.10)
- When focusing on some buttons and links, their status and some components of the Processing Time Checker do not meet the minimum requirements for text and background colour contrast. (WCAG criterion 1.4.3)
- The buttons used to open some content sections that can be shown and hidden do not meet the minimum requirements for contrast in user interface elements. (WCAG criterion 1.4.11)
- Some content may overlap, which can make it difficult to read when only the text is magnified by 200% or when text spacing settings are changed. (WCAG criteria 1.4.4, 1.4.12)
- When focusing on links, the appearance of the links may cover up part of the text in other rows, and in some cases, also part of the link itself if it continues on another line. (WCAG criterion 1.4.13)
- The text equivalents of some pictures in press releases and newsletters are incomplete or repeat adjacent text unnecessarily. (WCAG criterion 1.1.1)
- In some areas, links are distinguished from the body text only by colour and contain no other visual cues, which may make it more difficult for people with colour blindness to identify them. (WCAG criterion 1.4.1)
- There are some shortcomings in the use of programmatic headings, which may make it more difficult, for example, for screen reader users to understand the structure of the website: the main title is not marked on all pages, or the programmatic heading hierarchy does not correspond to the actual hierarchy. (WCAG criterion 1.3.1)
- Tables: e.g. Column headings in the tables on the “Processing fees and payment methods” page have not been correctly programmatically coded, making it difficult to understand the relationships between different parts of information, especially when using a screen reader. (WCAG criterion 11.3.1.3.1)
- The opening sections contain two programmatically coded nested buttons, which may cause unnecessary repetition for screen-reading software. (WCAG criterion)
- ‘Continue’ buttons in the Processing Time Checker and in some forms in the Application Finder only become available after the user selects something in the form. (WCAG criterion 3.3.1)
- The purpose of all links is not always clear from the link text alone. (WCAG criterion 2.4.4)
- The radio buttons or “Did you find what you were looking for” buttons have not been grouped programmatically in the Processing Time Checker. (WCAG criterion 1.3.1)
- Error notifications have not been marked in the Processing Time Checker so that their content would be automatically read without repositioning the focus. (WCAG criteria 3.3.1, 4.1.3)
- The VoiceOver screen reader can be used to navigate past the mobile menu that opens in mobile view to the visually hidden items. (WCAG criteria 2.4.3, 2.4.7)
- The text on the pages may contain references to a menu on the left side, which is unclear when browsing the pages on a mobile device or a screen reader only (WCAG criterion 1.3.3).
- There are some shortcomings in PDF forms, such as the programmatic definition of the language of the form and the text equivalents of the images. Forms use a table structure, which can slow down the use of the forms with screen readers. (WCAG criteria 1.1.1, 1.3.1, 3.1.2)
- The website also contains PDF files published before 23 September 2020, which are not subject to the Act on the Provision of Digital Services. Not all of these files meet the accessibility requirements. For example, application forms (paper forms) intended for printing are not accessible. Efforts to update the paper forms are in progress, and the new forms will comply with the accessibility requirements. The new form templates have been prepared in cooperation with Avaava Digitals Oy, a company specialising in accessibility.
- Not all videos on the website include subtitles or audio descriptions. The videos that lack subtitles were published before 23 September 2020 and are not subject to the Act on the Provision of Digital Services.
Statistical service
The service Tilastot.migri.fi cannot currently be used with key commands only. New solutions are actively sought through the technical development of the service to improve its accessibility.
Appointment system
